Experience Summary C. Joseph Touhill, Ph.D., P.E., DEE, is President of Touhill Technology Management, a company dedicated to providing senior executives with expert assistance in environmental process engineering, project management, and business administration -- including the commercialization of innovative technologies. His extensive experience in the commercialization specialty is encapsulated in the recent book that he authored together with Gregory J. Touhill and Thomas A. O'Riordan, Commercialization of Innovative Technologies: Bringing Good Ideas to the Marketplace (John Wiley & Sons). In his consulting practice, Dr. Touhill says, "I try to do for senior management those things they would do themselves if they had the time and experience." He founded the company in 1997 and operated it successfully until he was invited to join one of his clients, Foster Wheeler Environmental Corporation (FWENC), on a full-time basis in 1999. Until October 2003, Joe served FWENC (and its successor, Tetra Tech FW, Inc.) with distinction as the National Discipline Lead for Process and Environmental Engineering. In that role, he had corporate-wide responsibility for providing senior technical reviews, oversight, and consulting for projects in the area of process/environmental engineering. In addition, he provided leadership in keeping the corporation at the forefront of technology in the environmental marketplace, assisting in the development of new technological services, and supporting marketing and proposal efforts with both private and governmental clients. Dr. Touhill has been actively involved in environmental engineering for more than forty years, and has managed and been a participant in numerous major projects having international significance. During his career, he has directed, participated in, and managed five acquisitions of technology-based companies. In recognition of his accomplishments and contributions to the profession, Dr. Touhill was selected to be the 1992 Kappe Lecturer by the American Academy of Environmental Engineers. The Kappe Lecture Series is designed to share the knowledge of nationally prominent environmental engineers with college undergraduate and graduate students. Dr. Touhill is the first person in the United States to earn a Ph.D. in Environmental Engineering. He serves on advisory panels and committees for the U.S. Environmental Protection Agency, National Science Foundation, and Rensselaer Polytechnic Institute. An early advocate of the concept of "Integrated Environmental Management", Dr. Touhill has been active in its practice. During 1994, Dr. Touhill was named the recipient of the Rensselaer Alumni Association Fellows Award in recognition of his "distinguished career as an environmental engineer", and in 2000, he was elected an Institute Fellow of the American Institute of Chemical Engineers. He is a Life Member of both the American Water Works Association and the Water Environment Federation, and is a Fellow and Life Member of the American Society of Civil Engineers. Prior to forming Touhill Technology Management in 1997, Dr. Touhill served as Executive Vice President of EG&G Environmental, Inc. In that position he had responsibility for directing company activities related to technology development and systems integration. At EG&G Environmental, he evaluated technological advances to determine their applicability to the solution of environmental problems, as well as their potential for enhancing industrial processes and production. He served on EG&G’s Senior Management Advisory Team at the Rocky Flats Plant, and was a member of the Rocky Flats Environmental Review Board and the Mound Laboratory Safety Review Team. Prior to founding the EG&G Environmental subsidiary in 1994, Dr. Touhill was Group Senior Vice President and Director of Environmental Engineering Services for ICF Kaiser Engineers, Inc. In that role he was responsible for providing support to and oversight of all environmental engineering projects managed by the Environment and Energy Group's regional operating divisions and business units, and he had responsibility for the Engineering Programs Division. The Process Engineering, Design Engineering, Nuclear Programs, and Facilities Engineering sections reported to him as well as the Kaiser Engineers Livermore, Inc. and International Waste Energy Systems, Inc. companies. Before joining ICF Kaiser Engineers during 1990, Dr. Touhill was President and Chief Executive Officer of Baker/TSA, Inc., the environmental engineering subsidiary of the Michael Baker Corporation, for more than 13 years. He became associated with Baker when the firm of Touhill, Shuckrow and Associates, Inc., of which he was a co-founder, was acquired. In addition to his duties as President and Chief Executive Officer of Baker/TSA, Inc., Dr. Touhill was President of the Weston Geophysical subsidiary and had executive management responsibility for Baker and Associates, Michael Baker Corporation's Facilities Planning and Design business unit. Previously, he managed for seven years the environmental engineering and science activities of Battelle Memorial Institute's Pacific Northwest Laboratory, and was an officer of several consulting engineering firms. In addition to his professional accomplishments, Joe has a distinguished record of community service. He served for ten years on board of directors of a publicly traded banking institution (Pennwood Bancorp), the last two years as chairman of the board. Joe oversaw the merger of the bank into Fidelity Bancorp, where he served for two years on the Fidelity Bancorp advisory committee. He has specialized knowledge of banking credit, interest rate, and currency risks; banking strategic planning; and mergers and acquisitions. He was Treasurer of the Franklin Park (PA) Municipal Authority from 1977 to 1981, and managed bond retirement and defeasement. He continued as Vice Chairman of the Authority until the board’s dissolution in 1996.From 1986 to 1994, Joe was a Trustee of Suburban General Hospital in Pittsburgh. He was a member of the Quality Care, Finance, and Audit Committees. He was a Director of the Suburban General Service Corporation from 1986 to 1993, and was Chairman of the Board from 1992 to 1993. For twenty years he made notable contributions to the Environmental Engineering program at Rensselaer Polytechnic Institute. From 1986 to 1996, Joe was a member of the Rensselaer Environmental Advisory Council (REAC). He then became a member of the Advisory Committee of the Department of Environmental and Energy Engineering from 1996 to 2001, serving as Chairman from 1996 to 1998. He subsequently became a member of the Advisory Board when the program became affiliated with the newly aligned Department of Civil and Environmental Engineering in 2001 and served in that role until June 2006.
